The 1996 census
data for the Division's catchment area is 231,395 persons (some 2,000
greater than in 1991). However the catchment area has changed with
local government restructuring and the south eastern growth corridor's
urban sprawl.

Qualifications: In
terms of qualifications no formal qualifications were cited by 60.8% of
Frankston City residents, and by 57.1% of Mornington Peninsula Shire
residents. This compares to a state average of 58.3%.
Frankston City in particular has fewer residents with qualifications
than expected, which is a further key economic indicator because of the
close link between qualifications and income earning capacity.
Average annual growth: Between 1991 and 1996 was
0.86% per annum for Frankston City, 1.28% for Mornington Peninsula Shire
and 1.10% for the region as a whole. Hence we must acknowledge
changing population-based needs associated with growth both now and in
the future.
